I agree that this plan is a good step forward, but I am concerned about the way it penalizes the poor. The program would be paid for by eliminating Temporary Aid to Needy Families (TANF), reducing food stamps, eliminating the Head of Household tax filing status and would not be available to those whose income is under $10,000 so it is not fully refundable.
